During the summer splash event, how do you throw water balloons? I has 1 blue and 1 red.

Basically you need the color balloon for your clan in order to throw them.
Blue Balloons are for the Claw Club
Red Balloons are for the Quill Club
Green Balloons are for the Feather Club
and Yellow Balloons are for the Tooth Club.

Since you are in the Quill Club this means you need Red Balloons to throw at another user and to throw the balloons you just go to a users page and you will see an icon you click to throw them :)
