Anchiornis

Anchiornis was a tiny feathered dinosaur that lived in Late Jurassic China. It had very long legs and forelimbs which were densely feathered, forming four large wings. Its relative, Microraptor, was believed to be much better at flying than Anchiornis was, despite seeming to be a closer link to birds. Although it had long limbs (which are usually associated with fast running), it is thought that due to the presence of the large feathers, it was unlikely to have been a very adept ground runner.
